Rukongai
Rukongai is one of the prefectures of Soul Society. It is an area which surrounds Seireitei, but is considered the slums of Soul Society. This is because this region is where souls first arrive when they enter the afterlife; many of the people are quiet poor and scrape by anyway they can. Souls who show have strong spiritual power within may be allowed to rise above the poor and join the Shinigami Academy.
