Mayuri Kurotsuchi is the current captain of the 12th division, and the 2nd and current president of the Shinigami Research Institute. He is the most well known scientist in the Soul Society, thinking of everything as a possible lab experiment. His own artificial 
daughter, and division Lieutenant, Nemu Kurotsuchi, was a science experiment created by him. He has often been considered a cruel being, not caring for the emotions of other people of shinigami alike, he even admitted to torturing and disecting many quincy in the past.
He has even conducted many experiments on himself, resulting in a somewhat, grotesque appearance. His mask is painted black and white, with a oddly shaped hat, and an unusually long right middle finger nail. He has the ability to extend his arms at will, he can pull out part of his “ears” to use as a weapon in battle, and 
can camouflage himself at free will. When he is defeated in battle, Mayuri stabs himself with his sword and transforms in to a blob, which is unable to attack, or be attacked. He later reconstructs himself where he is healed. When Mayuri reconstructs himself, it is revealed that he has a normal face, with blue hair, but his ears are permanently artificial.
Mayuri use to be kept in a cell at the “Maggot’s nest” until Urahara asked him to become the vice-president of the new Shinigami Research Institute, and later the 3rd seat of the 12th division. After Urahara was forced to flee the Soul 
Society, and his Lieutenant Hiyori Sarugaki left as a Vaizard, Mayuri was appointed the new Captain of the 12th Division, and the new president of the Shinigami Research Institute.
Mayuri’s Zanpakutou is called Ashisogi Jizō (Leg-Cutting Jizō), in its Shikai state, at the command “Rip,” transforms into a trident-like weapon. It is also notable that above the hilt is the figure of what looks like a baby’s head. If Mayuri wishes, the a poison will be expelled from the baby’s mouth, onto the blade, 
and where the opponent is stabbed, they will go into paralysis. However, they can still feel pain in that body part. In its Bankai state, Konjiki Ashisogi Jizō (Golden Leg-Cutting Jizō), the Zanpakutou returns to a sword, and a giant caterpillar-like creature is summoned, with the baby-face from the hilt of the Shikai state. The creature can launch blades from its chest, or release a poison that is only ammuned by Mayuri and Nemu. They carry cures on them, but as illustrated in the fight against Szayel Aporro Granz, Mayuri can alter the composition of the poison, not gauranteeing any cure available.

O K WEIRD WELL HIS REAL LOOKS ARE NOT LIKE THAT.
FOR REAL HE HAS BLUE HAIR HE HAS NORMAL SKIN LIKE SOUL REAPERS ITS JUST THAT he painted him self or costume himself.
